This is a tricky question. Though both C and D are correct answer, the keywords in the question "prompt service" "multiple service levels" "same day appointments" all talking about efficiently scheduling them quickly instead of how efficiently it needs to be dispatched to technicians. So the best answer for this situation is "D".

In the question -> daily schedule can change multiple times -> better drip feed, waits to dispatch another appointment until the current one is complete

Answer should be D I think. And on the question, they are highlighting that their technician schedule change over the day. And we can have automatic jobs to optimize: Optimization run time corresponds to the thoroughness of a scheduled optimization job. The higher the run time, the closer you get to an optimal schedule.

Correct it would be D if not for the fact that they ask which type of dispatching should be chosen, which would be C. Before you dispatch you would ofcourse use the optimization.
