The question is not about scheduling itself, but where it is used. The scheduling policy is used when utilizing Get Candidates to get the correct slots (rules and Objectives).
mkzyk is correct in mentioning the step to dipatch doesn't required "Change Status" first. Sparring that typo, A is still correct answer for using "Dispatch" to respect the Scheduling Policy. Same goes for "C" and "D" as well which respects the policy while scheduling.
In contrast, Option B although provides the list of available and preferred slots, its indeed at the Dispatcher discretion to choose the slot. So technically its not complying with scheduling policy.
So the answer is "ACD"
