Professional Edition Org can create two custom profiles (As of Summer 21 they can create 3 custom Profiles). However when creating a second custom profile the administrator get error 'You can't add additional profiles because you reached the maximum number that you can create with this user license.
So, correct B, C and D
I am considering also professional edition
