C, D, E Custom buttons aren’t available for Web-to-Lead, Web-to-Case, the Case Teams related list, or the user object. Person Account records use the custom buttons and links you have made for accounts. Custom buttons that call JavaScript aren’t supported in Lightning Experience. https://help.salesforce.com/articleView?id=links_considerations.htm&type=5
