Submission is made manually in normal approval processes. A process or flow needs to be implemented to trigger an approval. Question is to automate the approval process submission , not approval process itself.

I think it is A since it can Submit for Approval automatically if needed. Currently that would be Flow, since they decommission Process Builder.

There is no need to have an approval process. There is no manager or request to have someone reviewing and approving it. I believe Workflow rule is right.
