In this case, I've been thinking what are the best option and why. and I figured out that A and B are the correct ones and I'm going to explain the reason: First of all, we'll start with option A. A. Change the Lead Matching Rule to Block on Create. ---> We already know that Matching Rule cannot 'Block on Create' by itself but we also know that a Duplicate Rule without a Matching Rule is almost useless, therefore they are like an extension of each other and we can end up taking this first option as correct.

B. Change the Lead Duplicate Rule details to Bypass Sharing Rules: When you are creating a Duplicate Rule there is a setting called: 'Record-Level Security' and has two option Enforce sharing rules, if you choose this option the Matching rule will compare records that only the user has access to, and only will return a list of duplicate records that the user has access to. Meanwhile, the second option is 'Bypass sharing rules': If you choose this option the Matching rule will compare all records regardless of user access but only will return a list of duplicate records that the user has access to.

So maybe you are asking yourself 'Why I would use bypass sharing rules if at the end of the day user won't be able to know if there's a duplicate record?' and I would like to quote the following sentence that I found in a Salesforce article: "When the duplicate rule is set to bypass sharing rules, it operates on all potential duplicates regardless of ownership. Suppose that a rep starts creating a record that duplicates a record the rep doesn’t have access to. Salesforce alerts the rep and allows or blocks the duplicate according to your Action on Create setting. But Salesforce doesn’t display the record the rep doesn’t have access to." This means that even if the user/rep won't see the record duplicated it won't be able to create a new one and consequently no duplicated records will exist. and the other two options left I didn't find any other reason to use them. but If I'm wrong let me know.

Regarding option A, isn't it the duplicate rule, not the match rule, that can be blocked at creation time?

yes, for me this option also sounds strange, but it is the best we have. After all matching rule is a part of the duplicate rule, so if the former is working really badly -> the duplicate rule would not be able to catch the duplicate.
