Process flow cannot send outboud message, decision is between workflow and flow. As workflows are no longer supported flow should be the most accurate one.

I know that this scenario is about workflow rule or flow, given the action is an outbound message but still...if we find the situation to choose between them (workflow rule, in this case, or flow) should we choose flow?
