--Include In Percent of Total-- By default, a percent of total product doesn’t include fixed-price subscription products in its scope when calculating its price. Select this field on a fixed-price subscription product to include it in price calculations for any percent of total products that cover it. Fixed price subscriptions are still included even when the Subscription package setting Include Net-New Products in Maintenance isn’t selected. Since this is referring to subscription products, I believe C is the answer

C is correct. Percent of Total Fields Find these fields in the Salesforce CPQ Subscriptions section of your Product record. 'Include In Percent of Total' field:- By default, a percent of total product doesn’t include fixed-price subscription products in its scope when calculating its price. Select this field on a fixed-price subscription product to include it in price calculations for any percent of total products that cover it. Selected Answer: B

Tested in my own sandbox and worked: All products of Storage category marked as such in the Percent of Total field. No other update required if the default settings are on (Exclude from Percent of Total must be FALSE, but this is the default option so most of the time this requires no actual change). The Product that is priced as percent of total must me set up as such in the Subscription Pricing category, must have the percentage defined in the Percent of Total field and must have the Percent of Total Category field filled in as Storage. There is no need to proactively work with the Include/Exclude from Percent of Total fields unless previous changes updated them from the default options.

You were right if the question was asking about non subscription products, but subscription products are by default excluded from POT
