It is C E F --> E because in the Scrum Guide it says: The same definition guides the Development Team in knowing how many Product Backlog items it can select during a Sprint Planning.

CEF Options A, B, and D do not accurately describe the purpose of a Definition of Done. It is not about controlling whether developers have performed their tasks, providing a template for technical documentation, or tracking the percentage completeness of a Product Backlog item.
