Velocity is "an optional, but often used, indication of the amount of Product Backlog turned into an Increment of product during a Sprint by a Scrum Team, tracked by the Developers for use within the Scrum Team." Then it's not mandatory within Scrum.

A also sounds reasonable: "Maintaining a stable velocity is essential for predicting the team's capacity and ensuring reliable delivery over time. The Scrum Master needs to address concerns about how the absence of a technical specialist might impact the team's ability to maintain their velocity and meet their commitments." Might be difficult for the Developer Team to figure out a solztion for the external technical specialist
