From the document, answer looks like A,C,E,F. But I checked Cost Plan Breakdown table Breakdown type field, then Choices were B,D,E,F on my instance.

BDEF is correct. There is a column called "breakdown type" in cost_plan_breakdown table which choices are: Requirement, Task, Program, Portfolio.
