report_publisher - Can publish reports that they can manage. Publishing a report creates a public link to that report. Users with this role must also have another role that grants permission to create, edit, and share reports.
D => I have tested and the "ITIL" role only has the options to "export to PDF" & "Add to Dashboard". The "Global Report User [report_global]" has one more option is "Share"
C - the word "create new" is the difference here.
