ITSM book - "As the number of change models in an organization grows, change managers may wish to limit which models are available to read and write to a given set of users. This can be done at the role level, via role based access control (RBAC) in the Read Roles and Write Roles fields. This can be further refined via user criteria by setting Advanced Security = true. New related lists will then appear: - Available For - Not Available For - Can Write ACLs at the table level still apply. If a user does not have read / write access at the chg_model table level, then they will still not have any kind of access through Read Roles, Write Roles, Available For, Not Available For, or Can Write."
