In the default Knowledge Base form, only Can Read and Can Contribute tabs are visible by default. However,
"Cannot Read and Cannot Contribute can be added by configuring related lists on a form."

This means Cannot Contribute is a valid feature, but it isn’t shown unless an admin explicitly adds it to the form layout.
So in practice, if you’re just using out-of-the-box (OOTB) ServiceNow without customizing the form - you’d use the "Can Contribute" tab and exclude users by not adding them there.

for some reason in both work and personal development instances i have only can contribute and can read tabs... is there any way to reveal the other options or they are not available since tokyo version ?
