The question itself says 'If more than one event rule applies to a particular event or metric' that means we are considering more than one event rule here and the order of execution is from low to high in that case.
It's a crappy question, either B or C "could" be correct...it all depends on how the "Apply additional matching rules" field on those event rules is set.
I know the blueprint answer. but the video (time stamp 59 seconds) in the link below states, "only the event rule with the lowest order will run."
