Both clauses are synonymous and tell Snowflake to perform a probabilistic (Bernoulli or block‑level) or fixed‑size sample before reading all micro‑partitions, so the engine can skip over large portions of the data store when only a sample is needed

LIMIT / FETCH and TOP[n] are also all equivalent and does require a complete scan of the table (plus are eliminated by default since there is 3 of them and the question asks for two answers)
