Within Snowflake’s hierarchy of system roles, only the ORGADMIN role has the authority to create and manage Snowflake accounts at the organization level. While ACCOUNTADMIN can manage objects and privileges inside a single account, and SYSADMIN and SECURITYADMIN handle object‑ and security‑related tasks within an account, organizational tasks such as creating new accounts, viewing all accounts, and setting up account‑level administrators are reserved for the ORGADMIN role
B - The ACCOUNTADMIN role is responsible for creating and managing Snowflake accounts, including creating reader accounts. By default, only users with the ACCOUNTADMIN role can perform these tasks, although the privileges can be delegated to other roles through granting the CREATE ACCOUNT global privilege.
