Exterior lighting zones are defined in IESNA RP-33. The LZ-1 Dark zone has the most stringent requirement to comply with the NC SSc8, Light Pollution
Reduction credit.
The reason is to minimize additional impact on the site. Rural sites should have less light pollution.
