Selected Answer: B
The Architecture Definition Document is a companion to the Architecture Requirements Specification, with a complementary objective to provide a qualitative view of the solution. The aim is to communicate the intent of the architects. The Architecture Requirements Specification, on the other hand, provides a quantitative view of the solution, stating measurable criteria that must be met during the implementation of the architecture.

https://pubs.opengroup.org/architecture/togaf9-doc/arch/chap32.html#tag_32_02_06 The Architecture Requirements Specification provides a set of quantitative statements that outline what an implementation project must do in order to comply with the architecture. An Architecture Requirements Specification will typically form a major component of an implementation contract or contract for a more detailed Architecture Definition.

I agree, B is closest: "The Architecture Definition Document is a companion to the Architecture Requirements Specification, with a complementary objective: • The Architecture Definition Document provides a qualitative view of the solution and aims to communicate the intent of the architects • The Architecture Requirements Specification provides a quantitative view of the solution, stating measurable criteria that must be met during the implementation of the architecture "

I misread the question, answer should be C. It's "quantitative" and is used to measure implementation.

The Architecture Requirement Specification provides a set of quantitative statements that outline what an implementation project must do in order to comply with the architecture. So C is correct.
