Vcenter has nothing to do with Performance of the Storage, also the platform services controller its controlling the services that is related to Vcenter and not the hardware equipments, So the right answer is B&D

Agree with Rollo and PhanTom. At the bottom of this page it mentions checking for updates and compatibility. No mention of restarting anything. https://kb.vmware.com/s/article/2013160

B&D... Rollo is actually right. vC and PSC have Nothing to do with performances.
