Correct Answer is A. As the question states that the blueprint is READY to be added to a new service catalog, that blueprint is yet published to a catalog item so no need to publish, we now must entitle actions to business users to be able to use it. so A is correct IMHO.

Answer is A, Same Source Provided by Downey To make the catalog item available to users, a tenant administrator or business group manager must entitle the item to the users and groups who should have access to it in the service catalog.

No, answer C give a user the right to then publish it. that is not what this is asking. Publishing the blueprint B is the correct answer.
