According to the reference link, IaaS Administrator configures the Health Service, so he is not view only. It also states "Tenant administrators with a Health Consumer role can view test results for their tenancy but cannot configure or run a test." Based on that, I am guessing B and E.

B and D. Tenant administrators with a Health Consumer role can view test results for their tenancy but cannot configure or run a test. B&E The question is which two roles should be assigned to the user to display the tenant filtered tests and the answer is health consumer and tenant administrator. With these two roles, the user can see health checks for a tenant that has permissions.
