Its says performance should not be affected, Optimized for best Performance ensures that while also scaling. Adding objects and removing them (at a slower rate) to ensure best performance. Rapid Scaling add objects but also requires manual removal of objects which can eventually affect performance if unnecessary objects aren't removed by the admin. I believe the answer is A.

I dont agree with D, that policy is meant for DR scenarios and min scale out is 4 hosts at a time. Scaling in is also manual once youve done it... This policy is not meant for performance based scaling. A should be correct in this scenario
