BCF. You need a Global Entitlement to use the 'nearest pod' feature and in Horizon 7 you do not need Events databases for it to work. The databases are needed for health and monitoring but not 'required' It is true that you need one database per pod as they don't share between pods.

Funny how there is another question worded exactly the same and the answer is One pod spanning two sites. Global entitlements not an answer either. However, I beleive NNy here is correct as they are in most cases. BCF makes the most sense.
