Option D must be "Power on and power off only". There is a typo... "Power off and power off only" makes no sense at all. BTW: entitled rights are combined, when the user is part of multiple BGs. Default rights are "no rights" at all, but with every entitlement of actions, those are getting enabled for him. If one group is entitling one action, you cannot specifically disable it, I think.

Correct A If the service catalog user is the member of multiple business groups, and one group is only entitled to power on and power off and the other is only entitled to destroy, that user will have all three actions available to them for the applicable provisioned machine.
