Should be A, that's needed for encyption. We're not talking about migration here.

”All VMs will be encrypted as part of this plan” This means KMS is already had, without KMS, how VM be encrypted? the question is ask an additional component, that is encrypted vSphere vMotion.

Nope, encrypted vMotion is enabled and runs by default on ESXi 6.5+ hosts. It has nothing to do with the VM itself being encrypted.
