B&D ICs with UEM/DEM will be more efficient. I would also suggest an extra 100-200 extra CCU licenses instead of just 500 to allow some overlap of shifts. This would be far more cost effective than the additional hardware needed for full clone desktops.

Agree. Furthermore, you can configure the number of spare (powered on) machines in the instant clone pool.

I guess C, D. According to https://blogs.vmware.com/euc/2016/02/horizon-7-view-instant-clone-technology-linked-clone-just-in-time-desktop.html, Instant Clone with 1,000 VMs needs 25 minutes. How about 500 VMs for this case ?

I would say B & D because a Full Clone would require way more administrative overhead additionally, a call center is categorized as a Task user, requiring the most minimal desktop possible. Although I follow your thought pattern of having the full clone vm's already ready and available but in this case you are only looking at 200 instant clones that would need to be spun up for the third shift, which would happen basically at 1.5 seconds per vm as the second shift is logging off. With that said, doing the calculation it should spin up the 200 vm's in 5 minutes total time
