Answers C and D are correct: The vSAN cluster upgrade proceeds in the following sequence of tasks.
Upgrade the vCenter Server. See the vSphere Upgrade documentation.
Upgrade the ESXi hosts. See Upgrade the ESXi Hosts. For information about migrating and preparing your ESXi hosts for upgrade, see the vSphere Upgrade documentation.
Upgrade the vSAN disk format. Upgrading the disk format is optional, but for best results, upgrade the objects to use the latest version. The on-disk format exposes your environment to the complete feature set of vSAN. See Upgrade vSAN Disk Format Using RVC.

Agree with this, but yet another duff question. Upgrading the VC is necessary, but it isn't a pre-check. I get there's not much complexity to vSAN, so writing an exam for it has a limited number of things they can question you on... but jesus christ, why can't they proof read what they write.
The answer to this is one pre-check, and then a pre-upgrade requirement. C & D correct, but shouldn't be.
Thank you!! You make perfect sense, the wording of this question completely threw me off and thought maybe I should consider one of the other wrong answers
