sory my bad, in multi tier topology T0 is focusing to connecting N S and every T1
in this question the key point is the VM, obviously connected to segment. which in multi tier topology the segment need to connect to T1 instead T0 to get N S connectivity.
T0 is the answer for me, N S traffic is not just trafic goes up T1 but alos to uplink phy router. if we choose every type N S traffic mandatory, T0 is the answe. also T1 and T0 both can handle E W traffic
Here is my take on it. You can create a T1 Gateway and NOT connect it to a T0, which case the segments created under T1 are strictly E-W and never have N-S capability. IF you want to enable multi-tier routing for N-S connectivity, then you must attach it to a Tier-0 gateway and that gateway must be deployed. Logically in a setup you already have T0. I personally think the question is worded badly in a way that one can justify T1 or T0 to be correct, but at the end of the day, T0 is the only routing component that handles N-S traffic.

Multi-Tier means logical separation between provider router (T0) functions and tenant routing (T1) functions.
N-S is written to confuse ... theoretically T1 also provides N-S traffic for VMs, but through T0
Tier-0 is always in the NSX-T. Tier-1 we can deploy if we wan't some new features. Multi-tier means multi Gateways. Main task for that is example for multi tenant environments. So if we plan to deploy multi-tier routing then we have to deploy tier-1. Becouse tier-0 is awalys after initial configuration of the NSX-T. So Answer is C.
it says "multi-tiered routing topology"in the question. And the article states, you don't need to go multi-tiered and could run with only Tier-0 if you don't go Multi-tier.
But from the question is has to be Tier-1 (c), I think.
