Agreed the answer is "D"; Only AD users in the "ESX Admins" AD group could potentially get SSO Administrators rights, and even that can be configured (or un-configured); Other user when added to SSO get "no-access" initially. https://kb.vmware.com/s/article/1025569?lang=en_US&queryTerm=ESX+Admins

Must be: D "The administrator of the vCenter Single Sign-On domain, [email protected] by default, the root user, and vpxuser are assigned the Administrator role by default.
