A is correct. Remember, when there is clearly a fault we start rebuilding without delay. When some components are missing (e.g. host reboot) then the CLOM timer kicks in (60 minutes by default) and VSAN waits that much time before taking action. Maintenance mode isn't being set automatically, a failing device has nothing to do with maintenance
