most exam sites are saying cpu + data receive rate. high cpu usage can cause bad networking

B and C are correct, we are speaking about a Networking issue. "Packet capture can cause packet drops", yes but you can have very small packets that are not being dropped and this is causing big stress to the NIC. Is worst to have millions of small packets than hundreds of big packets (the performance will be much better).
