B is the correct answer. NE user has full access to all networking constructs except load balancer, but the LB admin has full access to it. So the effective role will be full access to all networking items.

B is Correct, based on NSX-T 3.0, but the role 'Network Engineer' was removed in 3.1 in favour of 'Network Admin' for consistency with the other admin roles - https://docs.vmware.com/en/VMware-NSX-T-Data-Center/3.0/administration/GUID-26C44DE8-1854-4B06-B6DA-A2FD426CDF44.html
