The proxy agent don't need to meet 5 ms latency, it can be place at endpoint site. https://kb.vmware.com/s/article/2134842

D & E are correct from the link you can find that proxy agent has to have a minimum of 5milliseconds delay, and here in the question it says that the branches can have an unexpected network latency https://docs.vmware.com/en/vRealize-Automation/7.6/vrealize-automation-76-reference-architecture.pdf
