Per app vpn is also a Corp vpn solution, so D is the correct answer.

Incorrect. Though the Per-App-VPN apps and configuration is used you do not need a tunnel or even an active UAG for this to be used for Mobile SSO. What is being leveraged here is the network traffic rules to redirect the flow to a cert proxy. So A is the correct answer, no VPN and no end user need to enter credentials. I really think its D. Even in your own reference, it mentioned that some apps may require VPN and some don't. Mobile SSO provides a way to use certificates to authenticate to those apps and connect to them using per-app VPN, if needed. Certainly, this is a poorly worded question, and open to way too much interpretation, however.

Changing my answer on this one to A. While Per-App VPN IS a corporate VPN, I think the idea here is that it is not a full-fledged VPN solution, like Cisco AnyConnect.

A is correct - no VPN, for Android SSO - per-App VPN
