The correct Answers should be B and E. You need Developer ID to obtain APNS certificate. Without enrolling into Apple's Enterprise Developer Program you cannot get APNS or renew it https://docs.vmware.com/en/VMware-Workspace-ONE-UEM/1907/WS1_iOS_Platform_Doc.pdf

No CE is correct. You do not need developer ID to enable APNs, just Apple ID.
