The answer must be "B & E"; There is no option to add "tenants" within the define project pane's; There is option to add users which agreed is "like" tenant mgmt (e.g. similar), but its still not a tenant in the proper term. As far as "Cloud Account", there is no option to add Cloud Account, you add Cloud Zones; there is a difference. Lastly, right on the "Provisioning" tab almost all way down is "Custom Naming". So with a PROJECTS "Users" and "Provisioning/Custom Naming" options how could you choose anything but B & E?
B and D are correct

B is definitely correct.
E is debatable. While yes, you can create a custom naming template for VMs in projects, the main reason for projects to exists is for 'multi-tenancy' so to say. It's similar to business groups back in vRA 7.x
With D, you can have different projects, different user access to it.
I believe the better answer is B and D
