C & E, the main point being you must migrate compute and storage resources at the same time.

The two environments don't share compute or storage, so this dictates the answers. A) Compute only, but the second cluster can't see the storage from the first, this won't work, incorrect. B) Storage only, but the hosts in the first cluster can't see the storage in the second cluster, incorrect. C) This will move both storage and compute at the same time, this will work, correct. D) Same as A), the compute from one cluster can't see the storage in the other. Incorrect. E) This moves both compute and storage at the same time, correct.

Should be A&B ? The clusters don't share anything (not resources, not datastores).

C and E are correct. You would need to migrate both compute and storage due to the fact that the administrator is moving the VMs to a completely different cluster that does not share any resources with SA-Dev Cluster (shared nothing).

If they don't share any resources then how can the admin HOT migrate ? Per answer C E is definitely correct , and I believe D (You can hot migrate the VM resources over to the "Compute Cluster" and keep the storage in the "DEV Cluster" I would Choose D & E

Retract - Looks like C and E is correct , for C you can vMotion without shared resources: https://docs.vmware.com/en/VMware-vSphere/7.0/com.vmware.vsphere.vcenterhost.doc/GUID-561681D9-6511-44DF-B169-F20E6CA94944.html.
