I think C. If a host is unable to create components, the VM would be deployed, but remain non-compliant with the assigned policy until CLOMD comes online and creates the objects.

I think A is correct. Clomd is required for object creation, If it is not running on one of the hosts then objects cannot be created on that host, therefore there will not be enough hosts to satisfy the default storage policy requirements.
