Check the official pdf from VMware vmware-advanced-design-exam-guide there is a similar question there, and it states Large, not medium. Even it makes sense that it is medium if we look at the vCenter maximums. But I think is because of growth. Medium will use already 50% of the hosts.

Be careful. There is another question with 5k VMs and 350 hosts, which should be Large. But this one is Medium (4k VMs or 400 hosts)
