Correct answer is A. VM created under 6.7 will have different hw version and it can not migrated to ESXi host running 6.5 due to virtual hw compatibility issue. There is no backward compatibility when it comes to vHW version, there is forward compatibility in which VM created under 6.5 ESXi can be migrated to 6.7 ESXi.

Answer is EVC - question is about virtual hardware 14. They are not incompatible, because the question doesnt list two virtual hardware versions. Host on 14 version can communicate with 6.5 host if evc is enabled, https://docs.vmware.com/en/VMware-Cloud-on-AWS/services/com.vmware.vsphere.vmc-aws-manage-vms.doc/GUID-EE6F4E5A-3BEA-43DD-9990-DBEB0A280F3A.html

you wouldn't need EVC if the host hardware is the same...regardless of what version of ESXi is installed in this example. 6.5 hosts cannot run VMs at v14. See the compatibility matrix: https://kb.vmware.com/s/article/2007240
