Basically, you have to choose the best answer...in this case, C is better than A as the former is more relevant to DFW...

After reviewing my training notes, I'll go for C "Host preparation". DFW is just another feature in NSX and you can implement DFW without implementing VXLAN. VXLAN being handled by "NXS Controller cluster". There are two User world agents "vsfwd" and "netcpa". The vsfwd if for the DFW which communicates with the NSX Manager directly through the message bus while netcpa communicates with the NSX controller cluster via the TCP over SSL. NSX Controller Cluster communicates with NSX Manager via Internal REST APIs.

The official workflow for overaly networking with NSX-V is: Deploy NSX-V Manager -> Register with vCenter Server -> Deploy Controller Cluster -> Prepare Hosts -> Create Logical Stuff. For real world DFW use-cases like Micro-Segmentation there is no Controll Cluster required thus only host preparation is needed: Deploy NSX-V Manager -> Register with vCenter Server -> Prepare Hosts for DFW.

This is a really bad question, I understand that host prep is required for DFW but having controllers deployed is a prerequisite of host prep. See below, copied from the link provided by NGA. Prerequisites Register vCenter Server with NSX Manager and deploy NSX controllers.

C is the correct answer. Without host preparation VIBs are not installed and DFW will not function.
