Agreed with Slayer. Financial loss or unapproved budget are risks, compliance to regulations or standards are requirements. A limited choice is a constraint, and we don't have proof of the link being <5ms so need to assume it and verify it.

I think the compliance to regulation is constraint, and the limited storage solution is requirement, as although the number of storage solution is limited, you need work it out for customers to choose which solution, it's a requirement. A limited number of... is a constraint. It’s just a fact and you cannot change that so you will need to deal with that while working on the project. To comply to regulations is a requirement since has not been done yet and it is important to do that for the project to be successful
