"D" is correct as the question is specifically about vMotioning a VM securely. An encrypted VM will still perform a vMotion in clear text if encrypted vMotion is not enabled.

For encrypted disks, the data is transmitted encrypted. For disks that are not encrypted, Storage vMotion encryption is not supported. For virtual machines that are encrypted, migration with vSphere vMotion always uses encrypted vSphere vMotion. You cannot turn off encrypted vSphere vMotion for encrypted virtual machines.

KMS is not correct because the questions talks about "move unencrypted machines", KMS servers is a requirenment if you want to encrypt VMs, but the scenario fit totally with encrypted vSphere vMotion, because it has the capacity to move those unencrypted machines. Please read carefully this part: "Encrypted vSphere vMotion secures confidentiality, integrity, and authenticity of data that is transferred with vSphere vMotion. vSphere supports encrypted vMotion of unencrypted virtual machines across vCenter Server instances." https://docs.vmware.com/en/VMware-vSphere/6.7/com.vmware.vsphere.security.doc/GUID-6865D84A-C286-49C4-A4D4-D62145150242.html
