i go with c. the witness is offline, not crashed. this means the voting for the vmdk is lost which result in inaccessible vmdks. bring the witness back online

C is Correct. the vSAN Witness Host offline and 2 failures in the Preferred Site. In each of the above failure cases, restoring access to the existing vSAN Witness would make the object accessible. ... C is correct as if you deploy a new Witness host it doesn't have witness Metadata for the object(workloads) impacted in disk group failure. the best approach is to restore the access to existing Witness host
