I agree with C, There is one Primary and 2 Secondary Total supported is 1 Primary and 7 Secondary

D is correct, you "cannot" select the secondary role. The secondary role is auto assigned in multi-site environment: https://docs.vmware.com/en/VMware-NSX-Data-Center-for-vSphere/6.2/nsx_62_cross_vc_install.pdf (page 25)
