It's A & B.
If you configure a graphics card, and the host has no resources available (all GPU memory used for example) or not all guest memory has been reserved, then the VM won't start.
By process of elimination:
Not all CPU has been reserved on the VM -> CPU reservation not necessary
The Desktop Pool doesn't support 3D cards -> There is no mention of Horizon within this question.
3D Graphics cannot be used with local storage -> 3D Graphics is not dependant on storage.
So A&B are the two remaining, and correct.
A and B - VMware Horizon 8: Deploy and Manage book states that All the memory must be reserved. GPU Profile gives warning that the VM will not power on until its memory equals its memory size and gives you an option to Reserve all memory
