VPC to on-premises via vTGW. VPC to VPC via vTGW. Rabbit117 provided a link that shows AC as the answer. VPN to SDDC then a VCP Peering.

My bet are A & D: A - One VPN to the On Prem Site, and a VPC Peering between both VPC in US-West-1. We do not peer VPC with VPN (this is why I exclude D). C - VTGW of course.

Attached VPC is non-transitive, I think, i.e. VMC routes only attached VPC subnet towards it.
