Should be B as SLA is 95% that's 3h 37m 21s down time per month is ok. In addition, SLA applicable for week days only.

Totally agree with @0win. 3:37h down time per month is more than enough for frequent updates and common outages. B because this is the minimal deployment footprint. Not sure, if FT is even supported with WS1. Generally not needed, because you are running it in a Cluster.

But why a Cluster? We need a minimal footprint and the availbility is with 95% small. I take B

A cluster is always required, what if there is some VM Issue, suck as disk issue and if its one appliance, SLA cannot be maintained, it will be a single point of failure. Ideal to go for a cluster with HA

A cluster is not required. It's best practice, but it's not required. You absolutely can deploy one node for WS1A.
