https://en.wikipedia.org/wiki/Functional_requirement - "Functional requirements may involve calculations, technical details, data manipulation and processing, and other specific functionality that define what a system is supposed to accomplish." So I would go with DE, since I would say E falls into the category of data processing.

I did more reading and I think E is actually a performance standard, not a functional requirement. CD seems to be a better fit.
